What Is VOPPA Registration?
VOPPA registration is a mandatory regulatory requirement under the Vegetable Oil Products, Production and Availability (Regulation) Order. The framework is administered by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution.
The original VOPPA Order was issued under the Essential Commodities Act, 1955. It was amended in the 2025 to strengthen or enhance data collection and monitoring through the various provisions connected with the Collection of Statistics Act, 2008.
VOPPA registration helps the government collect reliable information about vegetable-oil production, stocks, imports, dispatches, sales and consumption. This information supports supply monitoring, policy decisions and national food-security planning.

Documents Required for VOPPA Registration

How to Apply for the VOPPA Registration
Step 1: Check Applicability
Determine the products and various activities carried out by the unit. Evaluate whether it manufactures, processes, blends, packs or repacks any vegetable oil or any other specified related product.
Step 2: Create an NSWS Account
Visit the National Single Window System (NSWS) and create an account using the various details such as the applicant’s business and contact details. Locate the relevant approval for the registration under the VOPPA Order.
Step 3: Complete the Application
Enter the unit’s legal name, GSTIN, FSSAI licence details, manufacturing address, product categories, installed capacity and authorised person information.
Step 4: Upload the Documents

VOPPA Registration Fees in India
The official VOPPA portal currently states that registration and return filing are free of government charges.
Businesses may separately incur professional fees if they engage a consultant for applicability assessment, document review, application filing or monthly compliance. Such professional charges are not government fees. Applicants should check the portal for any future change in the statutory fee structure.
Compliance After VOPPA Registration
Registered units must file monthly returns containing the prescribed information relating to: -

- Opening and closing stocks
