Jeweller registration and article hallmarking are separate. Registration basically identifies the jeweller under the BIS scheme. Hallmarking involves testing an individual article and applying the prescribed marks after it conforms.

Mandatory hallmarking basically applies to the specified gold articles sold in the notified districts, subject to the exemptions. Prescribed grades include 14K (585), 18K (750), 20K (833), 22K (916), 23K (958) and 24 K (995). Silver is covered by the BIS scheme but is not universally subject to mandatory hallmarking.

Who Needs BIS Registration?

Any manufacturer, wholesaler, distributor or retailer selling the hallmarked gold or silver articles must register. A job-work artisan who does not sell within the supply chain may be exempt if the required supporting records establish that status.

Jewellers with annual turnover up to ₹40 lakh are exempt from the mandatory hallmarking. However, an exempt jeweller choosing to sell hallmarked jewellery must register. Registration also permits hallmarked sales in non-mandatory districts.

BIS Hallmark Registration Process

Step 1: Check Applicability

Identify the applicant’s role, products, outlet district and any applicable exemption.

Step 2: Access the Online Platform

Apply through the NSWS or access the facility through the Manak Online’s Hallmarking section.

Step 3: Complete the Application

Select the jeweller registration and then enter the business, PAN, contact, and various required outlet information accurately.

Step 4: Review and Submit

Review and verify every entry before submission to avoid various problems during surveillance or amendments.

Step 5: Download the Certificate

BIS grants the registration instantly without a fee or document upload. It has lifetime validity, subject to compliance.

Step 6: Obtain Article-Level Hallmarking

Send eligible jewellery to a BIS-recognised AHC. The jeweller may initiate the portal request or AHC personnel may initiate it on the jeweller’s behalf. Only conforming articles receive the hallmark.

Understanding the Gold HUID

A gold hallmark generally contains the BIS Standard Mark, carat and fineness and a unique six-digit alphanumeric Hallmark Unique Identification number (HUID).

Consumers can use “Verify HUID” in the BIS Care app. Putting the HUID on an invoice is voluntary, but prescribed invoice details remain compulsory.

Compliance Requirements After Registration

Outlet displays

The outlet should display the prescribed BIS wording, registration certificate, hallmark components, charges, complaint details, and various required BIS Care information. It must provide a 10X magnifying glass and a calibrated balance accurate to 0.01 gram.

Invoice requirements

The invoice for hallmarked articles must separately state: -

• Description of each article
• Net weight of the precious metal
• Purity in carat and fineness
• Hallmarking charges
• A statement that the consumer may verify purity at a BIS-recognised AHC

Operational obligations

Jewellers must use only BIS-recognised AHCs, avoid counterfeit or incomplete hallmarks, retain traceable invoices and cooperate with BIS surveillance. Imported jewellery must be tested and hallmarked by a recognised AHC before sale in India.
